Once in water (preferably an ocean or lake) make sure its atleast 3 blocks deep so you can go deep enough in the water. The dragon most likely can't hit you if you are deep in the water. I suggest a haldberd for this. Since it has reach you can attack the dragon from a distance while doing decent dmg.

Longbows have further range and higher draw time over regular bows (pretty sure they have higher damage as well but I can't give you a number).
